Award Presentations - 2025 ASVA Annual Conference & AGM - October 16 & 17, 2025

2025 McIntosh Bulrush Award went to the SV of Birchcliff, who developed and implemented a Climate Change Plan that was adopted in 2023, a 2-year initiative in partnership with Climate Caucus of Canada, and the Summer Villages of Jarvis Bay and Norglenwold. They restored 650 meters of shoreline to date cost $330,000 internally funded; adopted fire smart practices in its recently adopted land use bylaw in 2025; implemented an annual community wildfire prevention program in 2024 specifically to reduce wild fire risk; developed a $1,300,000 - l0 year roads resurfacing program in 2023 ensuring responsible use of building materials; and implemented a recycling program in 2023.​

2025 Life Membership Award went to Gary Burns, who served as Mayor for the SV of Horseshoe Bay for over 20 years, as well, served the ASVA as one of the Board of Directors for many years, until retiring from both positions in early 2025.  Gary has demonstrated exceptional leadership, unwavering commitment, and a profound ability to serve his community and beyond.  Gary's tenure as Mayor of the Summer Village of Horseshoe Bay has been marked by significant progress and effective governance. He  consistently worked to improve the quality of life for residents, addressing key issues with transparency and a collaborative spirit. His ability to navigate complex municipal challenges, from infrastructure projects to community engagement initiatives, speaks to his skill as a leader and his dedication to public service. Gary was a recipient of the Queen Elizabeth II’s Diamond Jubilee Medal in 2012 for his community service. Gary and his wife Peggy purchased land and built their cabin at Horseshoe Bay in 1972, 13 years before the Summer Village was incorporated.
